NOTICE INVITING TENDER NO : HWB/RPTD/EPC–H2O/04/09

 
1. Sealed tenders in two parts in Part-I (Unprised Technical Bid) and Part-II (Commercial / Price bid) are invited by Associate Director (RP&TD) on behalf of President of India from approved, eligible and experienced contractors for the following works at Heavy Water Plant, Kota, Rajasthan.
   
2. Name of the Work:
Design, residual engineering, fabrication / procurement, inspection & testing at manufacturer works, transportation to site, loading & unloading, erection, testing, pre-commissioning & commissioning for hydrogen oxidation system to be set-up at HWP, Kota.
   
3.
Estimated Cost (Rs.) : Rs.500 lakhs.
   
4.
Earned Money Deposit (Rs.) : Rs.10 lakhs.
   
5.
Cost of tender
(non-refundable)
: Rs. 1500 /-
   
6.
Period of completion : Eighteen calendar Months.
   
7.
Period of validity of tender : 90 days from the date of opening of the tender
   
8.
Date of sale of tender document : From 03.08.2009 to 31.08.2009.
   
9.
Date for pre-bid meeting : 15.09.2009 at 15:00 hrs at HWB.
   
10.
Last date of receipt of tender : 30.09.2009 at 15.00 hrs.
   
11. Date of opening of Part-I (Technical Bid) in presence of attending tenderer : 30.09.2009 at 15.30 hrs.
   
12. Date of opening of price bids i.e. Part-II (only for technically qualified bids) : 30.11.2009 at 15:30 hrs.
   
13. Earnest Money Deposit (EMD):

EMD for the amount indicated should be submitted in a separate envelope along with the technical bid and should be either in the form of crossed Demand Draft from Nationalized or Scheduled Indian Banks or Fixed Deposit Receipts from Nationalized or Scheduled Indian Banks or Deposit at Call Receipt or Receipted Challan of RBI drawn in favor of “Pay and Accounts Officer, HWB”, V.S.Bhavan, Anushakti Nagar, Mumbai – 400 094.

If the Earnest Money is found to be in order, then only the technical bid will be opened. In case, the earnest money is not deposited or is not in order, the tender will likely to be summarily rejected.

14. Tender documents for the above work can be obtained by bidders who fulfill the essential qualifying requirements from Pay & Accounts Officer, Heavy Water Board, ‘O’ Floor, V.S. Bhavan, Anushaktinagar, Mumbai – 400 094 from 10:00 hrs to 17:00 hrs on any working days on non-refundable payment of Rs. 1500/- by cash or in the form of crossed demand draft in favor of P&AO, HWB, Mumbai.
   
15. In case the last date of sale / of receipt of tender / of opening the tender is declared as Holidays, the respective dates shall be treated as postponed to the next working day accordingly.
   
16. Tenders should be placed in sealed cover with the name of the work, Tender No. and date written on the top of envelope and deposited in the tender box kept at the Security of HWB Office, 5th Floor, V.S. Bhavan, Anushakti Nagar, Mumbai-94.
   
17. Eligibility:

Tender documents shall be issued only on submission of following documents and fulfilling the qualifications mentioned below:
   
 
(i) Only Indian agencies / companies / firms are welcomed to participate in this bid. None of the international agencies / companies are eligible to participate in this bid.
(ii) Proof of registration with Govt / Semi Govt. organization like railways, PWD, CPWD, MES etc. in appropriate class and having experience in carrying out similar jobs w.r.t. clause 17(ix) mentioned below.
(iii) Latest Solvency Certificate (not older than six months) for 40 % of the estimated cost of work from any scheduled bank.
(iv) List of machinery and infrastructure facilities available to complete the work in time.
(v) List of technical staff.
(vi) The agency shall have in house facility for engineering and / or fabrication & shall have experience of executing similar jobs. List of similar works in hand and works carried out by them for the last five (5) years, indicating Annual Turnover, the agency for whom executed, Value of work, Completion time – Stipulated and Actual.
(vii) Performance Certificates / completion certificate.
(viii) Profit and Loss statement or latest Income Tax return filed with IT department and audited balance sheet for last 3 years. Party should not have incurred any losses in more than two years during last 5 years ending 31.03.09.
(ix) Qualification:
   
 
Average annual turn over for last 3 years ending 31st March of the previous Financial Year Experience of having successfully completed
works for last 5 years
Rs.150 lakhs 3 similar
works of
Rs.200 lakhs
Or 2 similar
works of
Rs.250 lakhs
Or 1 similar
work of
Rs.400 lakhs
   
  “Similar works” shall mean : Design, residual engineering, fabrication / procurement, inspection and testing of items including mechanical / electrical / instrumentation, insulation, site erection, testing and commissioning for chemical plants, either themselves or tying-up with other agencies in the field.
   
18. Performance bank guarantee equal to 5 % of the contract value is required to be submitted within 15 days from the date of issue of L.O.I.
   
19. Security deposit equal to 5 % of the contract value shall be submitted in the form of bank guarantee in prescribed proforma after placement of work order. The EMD will be returned to bidder if complete security deposit equal to 5 % of the contract value is submitted by bidder. Alternatively, the earnest money deposited by bidder with offer will be converted into part Security deposit and balance amount for security deposit equivalent to 5 % of the contract value will be recovered from the running bills / final bill, by way of deductions of 10% of billed amount. The Security Deposit shall be refunded after the maintenance period is over, in terms of Clause 17 of the General conditions of contract.
   
20. The bids are to be submitted in two separate sealed covers, distinctly marked “Technical bid – unpriced Part-I” and “Commercial price bid Part-II” and sealed inside a single envelope, which should be duly super scribed with Tender Notice No.
   
21. Late offers will not be accepted.
   
22. Tenders can be obtained by post by paying through crossed Demand Draft of (cost of tender document + Rs.300/-) to cover postage and other charges. Bids can be submitted by post but the bidders are advised to take into account the time required for postal transit. Late offers due to any reason will not be accepted.
   
23. The Bidders are requested to visit the plant site and get familiarized with local conditions before submission of tenders.
   
24. Right to issue and to accept or reject any or all tenders without assigning any reasons thereof is reserved by the undersigned.
