TENDER NOTICE NO. HWB/AS-13/2010/01

 
1. Sealed tenders in two parts in Part ‘A’ (Technical Bid) and Part ‘B’ (Commercial / Financial bid) are invited by Director (Technical) on behalf of President of India from approved, eligible and experienced contractors for the following works at Heavy Water Plant, Manuguru, Post Gautami Nagar, Khammam Dist, A.P 507 116 (Name of the plant with postal address).
   
2. Name of the work : Revamping of 04 nos of ESP fields in CPP of HWP(Manuguru).
   
3.
Estimated Cost : Rs 1,12,00,000/-
   
4.
Earned Money Deposit (EMD) : Rs 2,24,000/-
   
5.
Cost of tender (Non-Refundable) : Rs 1000/- (Rupees one thousand only)
   
6.
Period of Completion : Six months from the date of issue of work order
   
7.
Period of validity of tender : 180 days from the date of opening of the tender.
   
8.
Date of sale of Tender Document : From 24/05/2010 to 04/06/2010
   
9.
Last date of Receipt of tender : 07/06/2010 at 15.00 hrs.
   
10. Date of opening of Part ‘A’ (Tech Bid) in presence of attending tenderers : 07/06/2010 at 15.30 hrs.
   
11. The Date of opening of price bids Will be intimated later on. Only technically qualified bids will be opened.

Earnest Money Deposit (EMD)
EMD for the amount indicated should be submitted in a separate envelope along with the technical bid and should be in the form of either crossed Demand Draft from Nationalised or Scheduled Banks drawn in favour of “Pay and Accounts Officer, HWB” or Fixed Deposit Receipts from Nationalised or Scheduled Banks or Deposit at Call Receipt or Receipted Challan of RBI. If the Earnest Money is found to be in order, then only the technical bid will be opened. In case, the earnest money is not deposited or is not in order the tender will be summarily rejected).

13. Tender documents for the above work can be had from P&AO, HWB, ‘O’ Floor, V.S. Bhavan, Anushaktinagar, Bombay – 400 094 from 10:00 hrs to 17:00 hrs on any working days on payment of Rs.1000/- in favour of P&AO, HWB, Mumbai.
   
14. In case the last date of sale / of receipt of tender / of opening the tender is declared as Holidays, the respective dates shall be treated as postponed to the next working day accordingly.
   
15. Tenders should be placed in sealed coved with the name of the work and Tender No. and Date written on the top of envelope and deposited in the tender box kept at the Security of HWB Office, 5th Floor, V.S. Bhavan, where copy of NIT is pasted over the box.
   
16. Eligibility:

Tender documents shall be issued only on submission of following documents and fulfilling the qualifications mentioned below:
   
 
16.1 Proof of registration with Govt/Semi Govt. organization like railways, PWD, CPWD, MES etc. in appropriate class and / having experience in carrying out similar jobs.
16.2 Latest Solvency Certificate for 40% of the estimated cost of work from any scheduled bank.
16.3 List of machinery and infrastructure facilities available to complete the work in time.
16.4 List of technical staff.
16.5 List of similar works in hand and works carried out by them for the last seven (07) years, indicating Annual Turnover, the agency for whom executed, Value of work, Completion time-Stipulated and Actual.
16.6 Performance Certificates.
16.7 Profit and Loss statement or latest Income Tax return filed with IT department.
16.8 Qualification :
 
Average annual turn over for last 3 years ending 31st March of the previous Financial Year not less than Experience of having successfully completed works for last 7 years
30% of the Contract Value 3 similar works of or 2 similar works of or 1 similar works of
  40% of estimated value 60% of estimated value 80% of estimated value
   
  “Similar works” shall means Replacement / Major overhauling / Re-vamping of ESP fields of Coal Based Thermal Power Plants.
   
17. Performance guarantee equal to 5% of the contract value is required to be submitted within 15 days from the date of issue of L.O.I.
   
18. Security deposit equal to 5% of the contract value will be deducted from the bills of the contractor @5% of bill amounts.
   
19. Late offers will not be accepted.
   
20. Tenders can be obtained by post by paying through crossed Demand Draft of (Cost of tender document + Rs.300/-) to cover postage and other charges. Bids can be submitted by post but the bidders are advised to take into account the time required for postal transit.
   
21. The Bidders are requested to visit the plant/colony and get familiarized with local condition before submission of tenders.
   
22. Right to issue and to accept or reject any or all tenders without assigning any reasons there of is reserved by the undersigned.
