Sealed public tenders in two Parts viz. Part A (Technical Bid) and Part B (Financial & Commercial Bid) are invited on behalf of President of India by the Director (R&D/NA), Heavy Water Board, Department of Atomic Energy, Mumbai-400 094 from the experienced engineering services firms registered in India, preferably in the field of Electro Metallurgy for review of technology for industrial deployment, scale up, design, engineering, fabrication, supply, erection, commissioning & operation of prototype Sodium metal extraction plant by electrolysis of molten sodium chloride salt in a closed cell, who meet the specified qualification requirements as mentioned below and further detailed in tender document to undertake the engineering service work as specified in the tender document, on lump sum basis :

Bidder should ensure that his company is capable of doing the major portion of work by themselves (physical & financial) and have proven ability of co-ordinating similar jobs. For the remaining portion he may tie up or form a consortium with reputed company/companies in the field who should have same credentials as required by HWB. The work tendered is to be executed by the company registered in India. In case the tender has any foreign nationals or foreign companies as partners/collaborations the same should be detailed in the offer. |

Experience & Resources: |

| a) |
The interested Engineering agency should have following demonstrated capability: |

Ability to carry out design and engineering of an industrial scale electrolytic process, preferably molten salt electrolysis system including supporting utility units and electrical system. They should be able to prepare & review the Process Flow Diagram (PFD), Process & Instrumentation Diagram (P&ID), prepare the fabrication drawing of closed electrolytic cell for the electrolysis of molten salt, material balance calculation, single line diagram of the electrical system, etc. |

• |
Ability to design, engineering, selection of MOC, fabrication & supply of equipment, machines, piping, instruments and electrical systems as per ASTM/ASME/BS/BIS & other international standards. Experience in non-metallic materials is also desirable. |

| b) |
Should have a well established Quality Management system in position and should preferably have an appropriate Bureau of the Indian Standards (BIS)/ International Organization for Standardization (ISO) certification(s). |
| |
|
| c) |
Should have preferably executed similar work in government departments/DAE units and should have in this rolls sufficient number of qualified & trained personnel to meet the time schedule for the work. |

|
| d) |
Should have adequate engineering tools, work stations, computers with required soft ware, etc. |
| |
|
|
| C) |
Financial capability: |
| |
| a) |
Should have satisfactorily completed three similar jobs (at least one of these should be in Central/State Government/Central Autonomous Bodies/ Public Sector Units/Joint Sector Companies/Registered Fertilizer Cooperatives), each costing not less than Rs.140 lakh; or two similar assignments each costing not less Rs.210 lakh; or one similar assignment not costing less than Rs.280 Lakh, during the last seven years ending March 31, 2010. Supporting documents to be submitted. Similar work defines the experience of preparation of process package, Design Basis Report (DBR) developing process flow diagrams, process & instrumentation diagrams, detail engineering for chemical and/or electro metallurgical industry and fabrication/supply of major components for mechanical completion of the system in question. |

| b) |
Should have average annual turnover of Rs. 105 lakh on account of engineering services and supply contracts during the last three years ending March 31, 2010. |

|
| c) |
Should have solvency certificate for at least Rs. 140 Lakh. |
| |
|
| d) |
Should not have incurred loss in more than two years during the last five years and financial net worth of the tenderer should not be negative. |
| |
|
| e) |
Should not be under liquidation, court receivership or similar proceedings. |
| |
|
|
| NOTES: |
| 1. |
Tenderers desirous of purchasing the tender document must ensure that they satisfy the above requirements. They shall submit the documentary proof of meeting the same so as to reach the Pay &Accounts Officer, Heavy Water Board (HWB), 0th Floor, Vikram Sarabhai Bhavan, Anushaktinagar, Mumbai, 400 094 on or before 03.12.2010. Only those firms, which in the opinion of HWB authority meet tender requirements, will be issued the tender document. (Where necessary, enquiries will be made with the firm’s references and bankers to verify the claims made in respect of the qualification requirements). Director (R&D / NA), HWB, Mumbai reserves the right of not issuing the tender document without assigning any reasons. |

| 2. |
Tender document will be issued from the office of Pay &Accounts Officer, Heavy Water Board, “0” Floor, V.S.Bhavan, Anushaktinagar, Mumbai 400 094 on any working day, from 22.11.2010 to 06.12.2010 between 1030 and 1600 hrs on payment of amount mentioned above by Cash or Demand Draft or Pay Order drawn on a Scheduled Bank payable to Pay and Accounts Officer, HWB, Mumbai. |

| 3. |
If any information furnished by the tenderer is found incorrect at a later stage, he shall be liable to be debarred from tendering/taking up of work in the said tender work. Director (R&D / NA), HWB reserves the right to use in-house information to certify the particulars furnished by the tenderer and assess the capability of the tenderer independently. |

|
| 4. |
HWB, DAE shall not be responsible for any cost or expenses incurred by the tenderer in connection with the preparation or delivery of bids, including costs and expenses related with visits to the work site. |
| |
|
| 5. |
Clarifications, if any, can be obtained from the office of the Director (R&D / NA), HWB. |
| |
|
| 6. |
Please note that to enter HWB, Vikram Sarabhai Bhavan premises, a photo-identity (passport, driving license, voter’s I-card, employer’s I-card, etc.) is a must. Prior permission for entry may be obtained from the office of Director (R&D /NA), HWB. |
| |
|
| 7. |
Sealed tenders shall be submitted in two parts as detailed elsewhere and placed in sealed envelope super scribed with tender no., name of work, due date and type of the tender (Technical Proposal/Financial Proposal). |
| |
|
| 8. |
The Proposal must be accompanied by an Earnest Money deposit (EMD) for the amount indicated above, in the form of Demand Draft / Fixed Deposit receipts/ Pay Order Receipts/ Deposit at Call Receipt of a Schedule Bank guaranteed by the Reserve Bank of India valid for six months from last date of submission of tender and drawn in favour of ‘Pay & Accounts Officer, Heavy Water Board, Mumbai’. A part of earnest money is acceptable in the form of Bank Guarantee also as per the format given in Annexure K. In such cases, 50 % of earnest money will have to be deposited in form prescribed above and balance can be accepted in form of bank guarantee issued by a Schedule Bank. |

| 9. |
Earnest money and the proposal shall be kept in separate sealed covers with name of assignment and tender notice number written on top of envelopes as explained in tender document. |

|
| 10. |
Performance guarantee equal to 5 % of the contract value is required to be submitted within 15 days from the date of issue of L.O.I. |
| |
|
| 11. |
Security deposit equal to 5 % of the contract value will be deducted from the bills of the contractor @ 5% of bill amount. |
| |
|
| 12. |
The exact date of opening of commercial proposal shall be intimated to qualified bidder at a later date. Commercial Proposal shall be opened in the presence of bidders or their representatives who choose to be present. |
| |
|
| 13. |
In case the last date of sale / of receipt of tender / of opening the tender is declared as Holidays, the respective dates shall be treated as postponed to the next working day accordingly. |
| |
|
| 14. |
The acceptance of a tender will rest with Director (R&D / NA), HWB who does not bind himself to accept the lowest tender and reserves to himself the authority to reject any or all the tenders received without assignment of reason. Also he reserves to himself the right to accept the whole or any part of the tender and the tenderer shall be bound to perform the same at the rate quoted. |

| 15. |
Late offers will not be accepted. |
| |
|
| 16. |
Tenders can be obtained by post by paying through crossed Demand Draft of (cost of tender document + Rs.300/-) to cover postage and other charges. Bids can be submitted by post but the bidders are advised to take into account the time required for postal transit. |

All the pages of tender document must be initiated by the authorized person and submitted alongwith the offer. |
