TENDER NOTICE NO. HWB/UNCF/K/01

 

Sealed tenders are invited by Director (Tech) on behalf of President of India from eligible and experienced contractors for the following works. This notice is to qualify the bidders for the work. Detailed tender (Giving the technical and other details of work) would be issued to qualified bidders only.

1. Engineering, procurement, construction (EPC) involving civil, process, mechanical, electrical and instrumentation work complete project management and execution, consisting of plant building, complete civil works and chimney, supply and erection of UNPS storage tanks, various equipment and vessels along with the associated piping, electrical and instrumentation, various package units, auxiliary systems and erection of free issue material, commissioning and performance testing of the comple Rs 70

1) Mechanical completion :16 months from the placement of LOI/WO

2) Providing commissioning assistance after mechanical completion : 22 months from placement
2. Qualification portion of tender documents shall be issued only on submission of relevant documents fulfilling the following eligibility requirements:
  2a. Bidder should have executed at least one similar job on EPC mode of minimum value of Rs. 28 crores or 2 similar EPC jobs of minimum value of Rs. 17.5 crores each or 3 similar EPC jobs of minimum value of Rs. 14 crores each in last ten years and should have an average annual turnover of Rs. 35 crores for the immediate last 3 consecutive financial years. Bidder should have a solvency of Rs. 28 crores. Bidder must enclose completion certificate from client as evidence.

  i) Consultants in the field of providing Engineering, Procurement, Site Construction Management (EPCM) services for similar jobs and have given these services for a similar job costing at least Rs. 56 crores in last ten years can quote jointly along with the company having average annual turn over of 35 crores for the immediate last 3 consecutive financial years and having the solvency of Rs. 28 crores. Consultant must enclose completion certificate from client as evidence.
  2b. Similar works would mean job inclusive of design, engineering, procurement, civil construction, erection work, complete project management involving, civil, process, mechanical, electrical, instrumentation and project execution.
  2c. Bidder should not have losses in more than 2 years during the immediate last 5 consecutive financial years ending 31st March 2009. Average annual turn over, profit and loss statements certified by chartered accountants for last 5 years shall be submitted.
3. Bidders meeting the requirements under serial # 2a to 2c would be further evaluated as per scoring method. Details are indicated in the tender. It may be noted that only qualified bidders would be issued the detailed tender later.
4. Tender documents for the above work can be had from P&AO, Heavy Water Board, ‘O’ Floor, V.S. Bhavan, Anushaktinagar, Mumbai– 400 094 from 11:00 hrs to 16:00 hrs on any working days on payment of Rs.1500/- in cash or demand draft or pay order drawn on a scheduled bank in favour of P&AO, HWB, Mumbai from 1st October, 2009 to 28th October 2009.
5. Earnest Money of Rs. 80 lacs in the form of either crossed Demand Draft from Nationalized or Scheduled Banks drawn in favour of “Pay and Accounts Officer, HWB” or Fixed Deposit Receipts from Nationalized or Scheduled Banks or Deposit at Call Receipt of a scheduled bank or Receipted Challan of RBI shall be submitted. A part of earnest money is acceptable in form of bank guarantee also. In such a case EMD up to Rs 20 lacs will have to be deposited in the form prescribed above and balance can be accepted in form of bank guarantee issued by a scheduled bank. EMD shall be submitted by qualified bidders at the time of submission of technical and commercial portion of the bid.
6. Application for qualification supported by prescribed annexure shall be placed in a sealed envelope duly super-scribed with Tender Notice No and name of work. Bids shall be deposited in the tender box kept at the Security of HWB Office, 5th Floor, V.S. Bhavan, Anushakti Nagar, Mumbai- 400094, where copy of NIT is pasted over the box up to 3.00 PM on 25th November, 2009. Bids will be opened by Director (Tech) or his authorized representative in his office on the same day at 3.30 PM. In case the last date of sale / of receipt of tender / of opening the bid is declared as Holidays, the respective dates shall be treated as postponed to the next working day accordingly. Late bids will not be accepted.
7. Pre Bid conference shall be held in Conference room, Heavy water Board at 2.00 PM on 10th November to clear the doubts of intending bidders.
8. Issue of tender document does not mean that the bidder is qualified. Department reserves the right to reject any or all bids without assigning any reasons. Department also reserves the right to restrict the list of qualified bidders to any number deemed suitable by it if too many bids are received satisfying the laid down criterion.
9. “Foreign companies/ Subsidiaries of the foreign companies/ Companies where the information is required to be shared with foreign companies are not eligible for participating in the tender”.
