Sealed tenders are invited on behalf of President of India by Chief Engineer (Mechanical), Heavy Water Board, Department of Atomic Energy, Mumbai,400 094 from the experienced firms engaged in the Heat Treatment and / or Machining jobs, who meet the specified qualification requirements as mentioned below to undertake the work as specified in the tender document, on lump-sum basis:

05.	Cost of Tender Document	Rs.500/-  (Rupees Five Hundred only) In the form of either crossed Demand Draft from Nationalised or Scheduled Banks drawn in favour of “Pay and Accounts Officer, HWB or Fixed Deposit Receipts from Nationalised or Scheduled Banks or Deposit at Call Receipt or Receipted Challan of RBI or Cash.

08.	Date of Opening of Tender	1530 hrs on 17/09/2010 at the office of Chief Engineer (Mechanical), Heavy Water Board 5th Floor Vikram Sarabhai Bhavan, Anushaktinagar, Mumbai- 400 094.
09.	Date of Validity of Tender	60 days from date of opening of Tender

1.	Earnest Money Deposit (EMD) EMD for the amount indicated above should be submitted in a separate envelope along with the bid and should be in the form as detailed above. If the Earnest Money is found to be in order, then only the offer will be opened. In case, the earnest money is not deposited or is not in order the tender will be summarily rejected).
2.	Tender documents consisting of specifications, schedule of quantities, conditions of contract etc for the above work will be issued from the office of P&AO, HWB, ‘O’ Floor, V.S. Bhavan, Anushaktinagar, Bombay – 400 094 on any working day from 16/08/2010 to 27/08/2010 between 10:30 hrs to 16:00 hrs on payment of Rs.500/- by Cash or Demand Draft or Pay Order drawn on a Scheduled Bank payable to P&AO, HWB, Mumbai.
3.	In case the last date of sale / receipt / opening of tender is declared as Holiday, the respective dates shall be treated as postponed to the next working day accordingly.
4.	The tender and the earnest money shall be placed in a separate envelopes each marked “Tender” and “Earnest Money” respectively. Both the envelopes shall be submitted together in another sealed envelope with the name of the work and Tender No. and Date written on the top of envelope and deposited in the tender box kept at the Security of HWB Office, 5th Floor, V.S. Bhavan.
5.	The contractors should quote in figures as well as in words the rates and/or amount tendered by them. All corrections shall be attested by the dated initials of the tenderer.
6.	If the amount of an item is not worked out by the contractor and/or it does not correspond with the rate written either in figures or in words, then the rate quoted by the contractor in words shall be taken as correct and not the amount.
7.	Eligibility Tender documents shall be issued only on submission of following documents and fulfilling the qualifications mentioned below:
	7.1 Latest Solvency Certificate for 40% of the estimated cost of work (at least Rs 72,000/-) from any scheduled bank. 7.2 List of similar works in hand and works carried out during last five years, indicating the agencies for whom executed, Value of work, Completion time – Stipulated and Actual. 7.3 Profit and Loss statement or latest Income Tax Return filed with IT department. 7.4 Qualification: Following criteria must be fulfilled individually: a. Financial Qualification Criteria: Average annual turn over should be at least 50% of the Estimated Cost (at least Rs 90,000/-) of the Contract during the immediate last three consecutive financial years. b. Project Execution Experience Criteria: The party should have successfully completed at least 3 similar works of 40% of estimated value (at least Rs 72,000/-)  OR  2 similar works of 60% (at least Rs 1,08,000/-) of estimated value  OR  1 similar work of 80% of estimated value (at least Rs 1,44,000/-) during last 5 years.
8.	“Similar works” shall mean Heat Treatment of Inconel or Stainless Steel components and/or Manufacturing of Stainless Steel Components.
9.	Performance Guarantee equal to 5% of the Contract Value is required to be submitted within 15 days from the date of LOI / Work Order date.
10.	Security Deposit: The successful bidder on whom Work Order will be placed, shall have to pay a Security Deposit @ 5% of the tendered amount. On acceptance of the tender of the successful bidder, Earnest Money Deposit, deposited by him alongwith the tender shall be converted into part security deposit and the balance amount shall be deducted from the bills @ 5% of the bill amount till a total amount of 5% of the tendered amount is recovered. The Security Deposit will be refunded after the payment of final bill. Full amount of the Security Deposit can also be submitted in the form of Bank Guarantee in which case, the Earnest Money Deposit, deposited by the bidder will be refunded to him.
11.	Canvassing in any form in connection with the tender is strictly prohibited.
12.	Late offers will not be accepted.
13.	Tenders can be obtained by post by paying through crossed Demand Draft of Rs 800/- (cost of tender document + 300/-) to cover postage and other charges. Bids can be submitted by post but the bidders are advised to take into account the time required for postal transit.
14.	Right to issue and to accept or reject any or all tenders without assigning any reason thereof is reserved by the undersigned.
