Sealed item rate tenders are invited for and on behalf of President of India for the following work tenders from approved contractors of appropriate class of CPWD and approved by other Central Govt. Organisations. Non registered contractors meeting the "Eligibility Criteria" given in this NIT may also apply

Details of tender :
Mode of payment of tender cost : Payable either by cash at HWPM's cash counter or through crossed DD favouring P&AO, HWPM, drawn on SBH-HWPM Br. (Code: 20960) for each work as prescribed above.
Last date for receipt of application for tender document : For tender Sl. No.: 01 to 04 On 21/10/2009 up to 15:00 Hrs & for others On 28/10/2009 up to 15:00 Hrs
Place of sale : From the Office of Pay & Accounts Officer, Heavy water Plant (Manuguru), Post-Aswapuram -507116, Khammam dist. A.P.
Mode of sale : Either in person or by post. Party shall send the DD with an extra amount of Rs.100/- in addition to the tender cost to get the tender document by post.
EMD amount payable : Through crossed DD in favour of Pay & Accounts Officer, HWPM drawn on SBH, HWP (M) Branch. (Code: 20960)
Submission of tenders : Sealed tenders shall be super-scribed with the details Name of work, Tender No., date of submission and party’s address. The EMD amount (DD), Tender documents shall be kept in separate covers and the both shall be kept in single cover.
Place of submission : Chief General Manager’s Office, HWP (Manuguru)
Pre-Bid conference : Pre-bid conference will be conducted with the interested bidders:
For the works at Sl. No.: 1 to 4 on 27/10/2009 at 14:00 Hrs and For other works on 29/10/2009 at 14:00 Hrs.
Bidders those who want to participate in the conference shall intimate min. two days in advance, either by Fax to: 08746-224833 / E-mail to: dgm_p@man.hwbdae.org

Date & time of opening of tenders : For tender Sl. No.: 01, to 04 On 04/11/2009 at 14.30 hrs and for others On 11/11/2009 at 14.30 hrs.
Opening of tenders : In presence of the interested bidders/their representatives
Place of opening tenders : Chief General Manager’s Office, HWP (Manuguru)

Security Deposit Details :
5% of the tendered cost will be retained as Security Deposit for the successful bidder on bagging the work and the same shall be returned after three months from the date of completion and final acceptance of work, which ever is later. EMD amount submitted by the successful bidder will be converted into Security Deposit and the balance amount will be deducted from the subsequent Running/Final Bill.

Performance Bank Guarantee :
Successful bidder shall submit the performance bank guarantee in the prescribed format from any nationalized bank for an amount 5% of tendered value with in 15 days from the date of issue of Letter of Intent failing which Govt. shall without prejudice to any other right or remedy available in Law, be at liberty to forfeit the earnest money absolutely.

Pre-requisites for tender submission :

Following mentioned Credentials will be verified before issue of tender document,

1.   Copy of Relevant Work Order and Work Completion Certificate for the similar work executed during preceding 7 years time period with following conditions ending on the last day of the month previous to the one in which the tenders are invited
  a) Three similar work orders each not less than 40% of the estimated cost (or)
  b) Two similar work orders each not less than 60% of the estimated cost (or)
  c) A single work order costing at least 80% of the estimated cost of work
     
2.   Credentials of Firm:
  a) Registration of Firm
  b) VAT & Service Tax Registration No.
  c) Solvency Certificate for the value not less than 75% of the Estimated value from any Nationalised bank.
  d) Valid labour License which will be verified before Issue of Work Order
  e) Details of Infrastructure available with the firm
  f) Organisational setup
  g) Man Power details
  h) List of Tools, tackles and Equipments available with the tenderers
  i) Present details of work being executed.


Management reserves the right to Accept/Reject any tender without assigning any reason whatsoever.

Note:
1. The work has to be completed within scheduled time frame of 30 days and compensation will be applicable for delay in completion of work.
2. Incomplete and Conditional Tenders will not be considered/will be rejected.
3. The tender request shall accompany all the credentials as mentioned in "ELIGIBILITY CRITERIA", failing which the request will be summarily rejected.
4. Due to the security reasons the bidder (or) their authorised representatives cannot be permitted inside the plant without prior permission. Those bidder(s) who want to enter inside the plant premises (For the purpose of work evaluation/ to collect the tender document / Pre-Bid Negotiation /to drop the tender quotation) must intimate the undersigned at least 2 working days in advance (to the date of visit) and obtain entry permission and they should complete the security checkup before entry as a statutory requirement.
5. In HWP (M) all the postal communications are being handled by Central Despatch section, which is located at Administrative building of HWP (M), the internal dispatch of documents will take min. 2 working days. All are requested to send their documents accordingly. Department will not be responsible for any Postal/ Communication delay.
6. The tender inviting officer reserves the right to accept or reject any or all quotations without assigning any reason thereof. LATE/DELAYED/Conditional tenders shall not be considered. INCOMPLETE TENDER REQUEST IS LIKELY TO BE REJECTED.

By any reason if the date of tender opening becomes holiday, the immediate next working day will be the last date for tender receipt and opening keeping the timings same.
