NOTICE INVITING REQUEST FOR QUALIFICATION OF BIDDERS
FOR TENDER No.HWB/UNCF/K/01

1. Sealed tenders are invited by Director (Tech) on behalf of President of India from eligible and experienced contractors for the following works. This notice is to qualify the bidders for the work. Detailed tender (Giving the technical and other details of work) would be issued to qualified bidders only.

1. Engineering, procurement, construction (EPC) of system consisting of Paddle dryer, Calciner, scrubbers, various vessels, weighing & drumming systems along with the associated piping, electrical and instrumentation, commissioning and performance testing at Kalpakkam, Tamil Nadu. Rs. 10

2. Qualification portion of tender documents shall be issued only on submission of relevant documents fulfilling the following eligibility requirements:

Initial criteria for eligibility:
3.1 Bidder should have executed at least one similar job on EPC mode of minimum value of Rs. 8 crores or 2 similar EPC jobs of minimum value of Rs. 6 crores each or 3 similar EPC jobs of minimum value of Rs. 4 crores each in last 7 years ending last day of the month previous to the one in which tenders are invited. The value of the executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum; calculated from the date of completion to last date of the receiptof applications for tenders.
3.2 Bidder should have an average annual turnover of Rs.3 crores for the immediate last 3 consecutive financial years. Year in which no turn over is shown would also be considered for working out the average. This should be duly audited by chartered accountant.
3.3 Bidder should have solvency of Rs. 4.0 crores. This should be duly certified by the Bankers.
3.4 Bidder should not have incurred any loss in more than 2 years during the immediate last 5 consecutive financial years ending 31st March, 2010. This should be duly audited by chartered accountant.
3.5 Average annual turn over, profit and loss statements certified by chartered accountants for last 5 years shall be submitted. Annual reports can be submitted in addition to these.
3.6 Bidder must enclose completion certificates from client as evidence. This shall be certified by an officer not below the rank of executive engineer/ Project manager or equivalent.
3.7 Similar works:
Similar works would mean job inclusive of design, engineering, fabrication/ procurement, erection work, complete project management, involving mechanical, electrical, instrumentation and project execution for chemical plant or in the field of Drying / calcining, either themselves or tying up with other agencies in the field.
   
4. Bidders meeting the requirements under serial # 3.1 to 3.7 would be further evaluated as per scoring method. Details are indicated in the tender. It may be noted that only qualified bidders would be issued the detailed tender later.
   
5. Bidder should have sufficient number of Technical and Administrative staff for proper execution of contract. Details of requirement are given in PQ document.
   
6. PQ documents for the above work can be had from P&AO, Heavy Water Board, ‘O’ Floor, V.S. Bhavan, Anushaktinagar, Mumbai– 400 094 from 11:00 hrs to 16:00 hrs on any working days on payment of Rs.1500/- in cash or demand draft or pay order drawn on a scheduled bank in favour of P&AO, HWB, Mumbai up to 16th November, 2010. Bidders would be required to submit the documents in support of their credentials under 3.1 to 3.7.

Earnest Money deposit (EMD) of Rs. 20 lacs in the form of either crossed Demand Draft from Nationalized or Scheduled Banks drawn in favour of “Pay and Accounts Officer, HWB” or Fixed Deposit Receipts from Nationalized or Scheduled Banks or Deposit at Call Receipt of a scheduled bank or Receipted Challan of RBI shall be submitted. EMD shall be submitted by qualified bidders at the time of submission of technical and commercial portion of the bid.
   
8. Application for qualification supported by prescribed annexure shall be placed in a sealed envelope duly super-scribed with Tender Notice No and name of work. Bids shall be deposited in the tender box kept at the Security of HWB Office, 5th Floor, V.S. Bhavan, Anushakti Nagar, Mumbai- 400094, where copy of NIT is pasted over the box up to 3:00 PM on 3rd December, 2010. Bids will be opened by Director (Tech) or his authorized representative in his office on the same day at 3:30 PM. In case the last date of sale / of receipt of tender / of opening the bid is declared as Holidays, the respective dates shall be treated as postponed to the next working day accordingly. Late bids will not be accepted.
   
9. Pre Bid conference shall be held in Conference room, Heavy water Board on 19th November, 2010 to clear the doubts of intending bidders.
   
10. Issue of tender document does not mean that the bidder is qualified. Department reserves the right to reject any or all bids without assigning any reasons. Department also reserves the right to restrict the list of qualified bidders to any number deemed suitable by it if too many bids are received satisfying the laid down criterion.
   
11. “Foreign companies / Subsidiaries of the foreign companies / Companies where the information is required to be shared with foreign companies are not eligible for participating in the tender”.
