Chairman & Chief Executive
Head of the unit and responsible for all activities of HWB as summarized below:
  • Efficient operations of all Heavy Water Plants.
  • Planning & Review of Projects and R & D Activities.
  • Seeking Government approval for planned activities viz. Five Year Plan, Annual Plan and specific Projects.
  • Approval of Contracts and Purchases as per delegation.
  • Costing of Heavy Water & other Products and obtaining Government Approval.
  • Recruitment / Promotion of Scientific, Technical & Administrative Staff.
  • Supply of Heavy Water and other Products within DAE and other Organization in India for specified use.
  • Export of Heavy Water and other products after Government Approval.
Additional Chief Executive
Overall In-charge of Engineering & Projects related activities of HWB and responsible for:
  • Development of energy efficient and eco-friendly technologies for separation of Hydrogen isotopes and other isotopes and promoting exploration of spin-off technologies for the benefit of Chemical Process Industry and Power Stations.
  • Development of R&D facilities.
  • Providing co-ordination to R&D projects in the areas of extractants / solvents used in the front end and back end of nuclear fuel cycle and converting the Lab/Bench Scale synthesis into industrial scale technologies for meeting DAE/non DAE requirements.
  • Identification of areas of sponsored/collaborative R&D projects and also providing coordinator ship with responsibilities to shape/monitor inter disciplinary activities related to HWPs/HWB within DAE Units and outside agencies.
  • Approval of Contracts and Purchases as per delegation.
Director (Operation, Energy & Services)
  • Safe & Efficient operation of Heavy Water Plants at Manuguru, Kota, Hazira, Thal, Baroda and Tuticorin.
  • Review & Evaluation of plants performance including Process Chemistry & Quality Control.
  • In-service Inspection and Plant Life Management.
  • Demand supply of Heavy Water from Nuclear Power Programme.
  • Chairman of Heavy Water DAE Stock Verification Committee.
  • Promotion of Non-Nuclear Applications of Heavy Water Energy  Management / Conservation at HWPs.
  • Budget Planning and Monitoring.
  • Implementation of Capital Projects at HWP Sites.
  • Nodal Officer for Parliament related matters.
  • Transparency Officer of Heavy Water Board.
  • 'Spokesman' in respect of activities of HWB and HWPs.
  • Approval of Contracts and Purchases as per delegation.
Executive Director (Technical)
  • All the activities at TDP at RCF, Chembur and other activities related to future RMR plants.
  • R&D activities at HWP (Tuticorin & Talcher).
  • Activities related to export of Heavy Water and other materials sub as Boron, TBP, etc.
  • Development of energy efficient and eco-friendly technologies for separation of Hydrogen isotopes and other isotopes besides promoting exploration of spin-off technologies for the benefit of Chemical Process industry and Power Stations.
  • Identification of areas of sponsored / collaborative R&D Projects and also providing co-ordinatorship with responsibilities to shape / monitor inter-disciplinary activities related to HWPs/HWB within DAE Units and outside agencies.

  • Execution of all projects /schemes which are coming under the budget head "Plan Capital" except activities related to Sodium Technology.

  • Engineering support to R&D, Projects & Operating Plants.

  • Approval of Contracts and Purchases as per delegation.

Executive Director (Operation, Human Resource Development & Knowledge Management)
  • Assist Director (Operation) for Safe and efficient operation of:

  • Heavy Water Plants at Manuguru, Talcher and Tuticorin.
  • CPP, Boron Enrichment Plant and Elemental Boron Plant.
  • Review & Performance evaluation of plants and required upgradation.
  • Monitoring Statutory Requirements.
  • Implementation of Capital Schemes in concerned plants including improvements / upgradation activities.
  • Management Representative (MR) for ISO 9001 Quality management.
  • Responsible for Human Resource Development & Knowledge Management activities of HWB. 
  • Appellate Authority nominated for HWB as per RTI Act.
  • Approval of Contracts and Purchases as per delegation.
  • Nodal Officer for coordinating all activities related to PRIS in all the HWPs & HWB (CO).
Associate Director (Operation-A)
  • Assist Director (Operation) for Safe and efficient operation of:

  • Heavy Water Plants at Kota, Thal, Hazira and Baroda.
  • TBP Plant at HWP, Baroda.
  • K-Metal Plant at HWP, Baroda.
  • Review & Performance evaluation of plants and required upgradation.
  • Monitoring Statutory Requirements.
  • Implementation of Capital Schemes in concerned plants.
  • Management Representative (MR) for ISO 9001 Quality management.
  • R&D Activities related to Development & Testing of:

  • Wet Proof Catalyst for Heavy Water Production by Hydrogen Water Exchange Process, Applications of Structured Packing and Development of Supercritical Extraction for extraction of rare material.
  • Development and Synthesis of Deuterium Level Compounds.
  • Approval of Contracts and Purchases as per delegation.
Chief Engineer (Electronics & Instrumentation)
  • Planning & Procurement of instrumentation & control equipment / systems for various HWP Sites as well as various office automation products for HWB & HWPs.
  • To co-ordinate between HWB/HWPs and various units / committees of DAE for matters related to Physical Protection Systems & Gadgetry at various HWPs.
Officer on Special Duty (Information Technology & Long Term Planning)
  • To plan, procure, install, commission and maintain various computer & communication facilities at HWB (C.O) and various intra/inter site communication systems.
  • Development of application software required by various users of HWB & HWPs. 
  • Maintenance and Management of IT security and advice various HWPs for the same.
  • Co-ordination for web & e-mail facility at HWB & HWPs.
General Manager (Research & Development)
  • Process and Technology development in Cryogenic System and Isotope Separation.
  • Development of indigenous components and equipments.
  • Integrated process development.
  • Promotion of Non-Nuclear Application of Heavy Water and Deuterium.
Head (Electrical)
  • Overall In-charge of Electrical Engineering Section at HWB.
  • Provide support services to other Engineering Section, Project Groups, Operation group and HWP sites as per requirement.
  • Issuing the work order to contractor for electrical installations. 
  • Procurement of electrical items as and when required.
Chief Engineer (Mechanical)
  • Review Mechanical Engineering Designs and development activities.
  • Interact with peer groups & sections of HWB/ Heavy Water Plant sites, other DAE Units and External Agencies
Head (Process Chemistry & Quality Control)
  • Coordinating with Process Control and Analytical Laboratories at all HWP Sites for Review and Standardization of manuals and procedures for Quality Control of raw materials & products.
  • Reviewing reports on monitoring and control of chemistry of process as well as utility streams of all HWPs.
  • Coordinating with BARC, IGCAR & Other DAE Units for:
  • Development & Maintenance Support of Mass Spectrometer.    
  • Chemistry Issues of Diversified Activities.                                             
  • Analytical Support to HWPs.
  • Co-ordination for operation and maintenance of various analytical instruments, mass spectrometers etc.
  • Development of Analytical Spares.
  • Addressing & Resolving Process Chemistry related problems in HWPs.
  • Guiding Lab Incharge, HWPs w.r.t purchase of new laboratory equipments.
  • Quality Certification of Export Consignments of Heavy Water.
  • Development of Deuterium-level compounds and promotion of Non-Nuclear Applications of Heavy Water and Deuterium.
  • Supporting R&D and Diversified activities of HWB.
  • Public Information Officer of HWB nominated as per RTI.
Chief Engineer (SE & TDP)
  • Demonstration of technological capability for extraction of specific material through Solvent Extraction Process.
  • Engineering, commissioning, operation and regulatory clearance of Technology Demonstration Plant (TDP) a prototype industrial scale production unit at RCF-Chembur, Mumbai.
  • Technology development related to solvent extraction process, material of construction, specialized equipment etc.
Officer on special Duty (Project Coordination - TDP)
  • Execution of TDP project at Trombay.
  • Project Coordination/ Implementation & Engineering.
  • Review the progress of TDP project.
General Manager (Safety, Health & Environment)
  • To monitor Industrial Safety, Occupational Health & Environmental Aspects of Heavy Water Plants.
  • To monitor emergency preparedness of Heavy Water Plants.
  • Liaison with statutory and regulatory agencies.
Officer on special Duty (Services, Maintenance & Outage Management)
  • Maintenance and Outage Management functions with a view to improve quality, reduce downtime and cost.
  • Inventory and Spares Management for the plants including expeditious disposal of surplus materials.
  • In-Service Inspection of Heavy Water Plants and coordinating the work at all operating plants for compliance as per ISI code of practice and conduct experiments and studies for estimating the residual life of HWPs.
  • Review of operational budget estimates of individual plants in consultation with concerned Director (O) / JC(F&A), control and monitoring of expenditure in order to ensure that the expenditure follows the budget provisions.
  • Providing services including quality management covering quality surveillance and quality assurance in respect of various procurements on 'as required basis', finalization of plant specific in-service inspection plans, implementation and monitoring compliance of the same.
  • Indigenization of spares for imported equipment / machineries besides development of alternate sources for the major indigenous equipment's spares in collaboration with plant engineers and Technical Group.
  • Updating of documents with record keeping.
  • Inter-Plant co-ordination with respect to above functions.
Additional Chief Engineer (Quality Assurance/ Quality Surveillance/ In-Service Inspection)
  • Quality Assurance & Surveillance for Equipments, Machineries and Piping required for HWPs.
  • Review & Monitoring of In Service Inspection activities at HWPs.
  • Coordination for ISI audits and followup.
  • Development of Non Destructive Testing Manpower to carryout the In-Service Inspection jobs at HWPs.
  • Procurement and inspection of various items inclusive of Non Destructive Testing equipments for HWPs.
  • Coordinating all activities related to Plant Life Management Program  in various Heavy Water.
  • Carrying out Failure analysis & to find out Root Cause of failure of various Plant Components.
  • Release of inspected and accepted items.
Chief Engineer (Process Engineering)
  • Augmentation of Process Engineering & Design Capabilities at HWB.
  • Process Simulation & Modeling.
  • Project Coordination for UNCF at Tarapur & Kalpakkam
  • Project Coordination for O18 Production facility.
Additional Chief Engineer (Civil)
  • Offer advise to HWP sites on civil engineering related issues.
  • To provide Engineering details for new projects at HWP Site.
  • To put recommendation on various contract proposals for Civil Engineering related work.
Chief Engineer (Maintenance & Outage Management)
  • Review Maintenance & Outage Management performance of Heavy Water Plants.
  • Compilation of stores & inventory status and follow-up with sites.
Manager (Solvent Technologies)
  • Process engineering and associated inputs for development and production of solvents at HWP (Tuticorin) and HWP (Baroda).
  • Perfromance monitoring, O&M reviews and coordination of capital schemes implementation at HWP (Talcher).
  • Nodal Officer for XII Plan solvent related development project under R&D sector and production facilities under I&M Sector.
  • Costing and taxation issues connected with production and supplies of solvents.
Manager (Electro-Chemical & Spin-Off Technologies)
  • Development of process and design of closed cell for production of nuclear grade system.
  • Nodal Officer for Ammonia Flue Gas Conditioning System.
Chief Engineer (MIS & HWM)
  • Review and Analysis of plant performance and MIS reports.
  • Member Secretary to Heavy Water Board Coordination Committee, Central Modification Committee and Operation Review Committee.
  • Promotion of Non-Nuclear Application of Heavy Water and Deuterium.
  • Export of Heavy Water.
  • Heavy Water Management
  • Supply / Sale of Heavy Water for R&D work.
  • Performa Accounting & Auditing of Heavy Water Pool of DAE.
Manager (TD)
  • Implementation of Elemental Boron & Boric Acid Drying units at HWP (M).
  • Implementation of KBF4 unit at HWP (Talcher).
  • Alternate developmental activities for production of enriched Born Carbide Palettes.
  • Implementation of Oxidation Unit at HWP (Kota).
  • Implementation of ETP at HWP (Baroda).
Head (HRD & KM)
  • Development & Implementation of HR Process.
  • Planning, Budgeting, Monitoring and Analyzing HR Activities.
  • Coordination with Training Schools / Training Agencies.
  • Facilitate conducting Recruitment and Performance Management.
  • Development of Learning Resource and Training Infrastructure.
  • Implementation and Monitoring of AERB Authorization Scheme.
  • Implementation and Monitoring of DAE Qualification Scheme (QIS).
  • Monitoring of Quality Management System (ISO-QMS) in the Section.
  • Designing Annual Training Calendar for In-house HRD Training Programmes.

Manager (Project)
  • Interaction with Project Co-coordinators for timely completion of projects.
  • Review of Physical and Financial progress of projects.
  • Preparation of reports for DAE, Planning Commission on Plan Projects.
Manager (Operation)
  • Review & monitor performance of Heavy Water Plants.
  • Coordination with DPS for various procurements of Heavy Water Plants.
  • Coordinating the activities related to Plant Life Management of various Heavy Water Plants.
Manager (EMC)
  • Planning, Co-ordination and monitoring of all activities carried out by Energy Management & Conservation Cell for Heavy Water Plants as well as for external agencies.
Joint Controller & Financial Adviser
  • Assisting and advising Chief Executive in all financial matters.
  • Controlling and guiding the activities of Finance and Accounts in HWPs through P&AOs.
  • Formulation and submission of Budget proposals.
  • Monitoring of expenditure and submission of Appropriation Account.
  • Scrutiny of files involving financial aspects.
  • Monitoring of Audit Para.
Chief Administrative Officer
  • Responsible for processing policy matters in subjects of Administration and liaise with HWPs/DAE /other State/Central Government including statutory authorities as required.  Monitor implementation of HWB decisions in regard to Administrative subjects. Exercise financial powers within the limits permitted by CE.
  • To deal with the matters related to legal, statutory and regulatory arising at HWB(CO)/ HWPs and also to ensure compliance of the above as  applicable.
  • To identify resources and ensure their availability.  Identify training needs for the personnel working in HWB and HWPs and process with Apex committee.
  • To ensure good house keeping, work environment and facilities for achieving conformity of the service.
  • To ensure the management of effective communication within and between various levels and functionaries regarding processes of QMS.
  • Staff Grievance Officer to deal with the grievances of officers and staff of HWB(CO).
  • Liaison Officer for SC/ST to deal with the grievances of employees belonging to SC/ST communities.
  • Vigilance Officer  for Heavy Water Board.
  • Appointing /Disciplinary Authority for Group C posts in HWB.
  • Appellate Authority in respect of Group D posts in HWB.
  • Responsible for Implementation of Official Language policy in HWB.
  • Assisted by AO III &  DD(OL).
Administrative Officer-III
  • Over-all in-charge of Administration Section, which includes activities like Recruitment, Personnel, Administration, Industrial Relations, Welfare, Official language implementation, communication including  telephones and fax, Security & Transport arrangements.
  • Responsible for Co-ordination with AO/CGM/GM of HWPs ( Kota / Baroda / Tuticorin/ Talcher/ Manuguru/ Thal/ Hazira), and DAE in administrative matters.
  • Sends regular returns to DAE on administrative matters including vigilance   matters.
  • Co-ordinates with Government and statutory authorities.
  • Implementing and maintaining Quality system for Administration section.
  • Providing advice to competent authority in Administrative matters.
  • Responsible to identify, record, correct and prevent the occurrence and recurrence of any non conformity relating to   quality system and safety in their own respective areas of activity.
  • Initiating, recommending, providing verification for the implementation of solutions for activities affecting quality.
  • Ensuring that quality policy is understood, implemented and maintained by all in their respective areas of operations.
  • Responsible for emphasizing and implementing continuous improvement program by conducting section meetings periodically and by imparting training to staff.
  • Responsible for developing quality management system with a view to ensure control of quality related activities of Administration section and assist Management in this regard.
  • Responsible for ensuring availability of pertinent documents at all points of use and withdrawal of obsolete documents as per the retention periods laid down in DOC.NO.ADMN/QP/21.
  • Ensures maintenance and upkeep of quality records
  • Ensures good house keeping in their respective areas.
  • Responsible for preparation, review, recommendation and expediting of indents.
  • Responsible for budgeting and procurement of stationery, office equipment, transport, communication facilities, etc.
  • Appointing/Disciplinary authority for Group D posts.
  • Assists Chief Administrative Officer in all administrative matters.
  • Functions as Head of the Office.
  • In the absence of Chief Administrative Officer on tour or on leave, Administrative Officer – III will look after the current duties and responsibilities of Chief Administrative Officer.
  • Assistant Public Information Officer of HWB nominated as per RTI.
Pay & Accounts Officer
  • Authorizing payments including salary disbursement.
  • Co-ordination of budgeting and monitoring the Expenditure.
  • Guiding competent authority in financial matters.
  • Scrutiny, Pre-Audit , Review of recommendation of indents and work orders.
  • Sale of tenders, Opening of tenders, Negotiations etc.
  • Scrutinizing the purchase proposals and passing of purchase bills.
