Functions & Duties of HEAVY WATER BOARD


Heavy Water Board (HWB), a constituent unit under Department of Atomic Energy, is primarily responsible for production of Heavy Water (D2O) which is used as a 'moderator' and 'Coolant' in the nuclear power as well as research reactors. HWB is successfully operating six Heavy Water Plants in the country . HWB has mastered the complex production technology using two chemical exchange processes viz. (H2S-H2O) bithermal process and NH3-H2 monothermal process. India is perhaps the largest manufacturer of heavy water in the world as of today and perhaps the only country which has mastered both these state-of-the-art processes to meet the heavy water requirements of the Indian nuclear power reactors. The plants based on Ammonia-Hydrogen (NH3-H2) exchange process are linked to the nitrogenous fertilizer plants for synthesis gas feed. A pilot plant, for alternate technology, of Water Ammonia (H2O-NH3) exchange, which will make the ammonia based plants independent of fertilizer plants, was successfully commissioned at Baroda, Gujarat and scaled up version has been commissioned already. Indigenously developed hydrogen sulphide as well as ammonia based plants have shown excellent performance in the last year. With well defined safety policy, all Heavy Water Plants have had an excellent safety records.

The main objective of HWB was to become self sufficient in production of Heavy Water, and now we are in a position to supply heavy water of required specification as per demand from anywhere in the world.

By implementing a variety of energy conservation schemes along with continuous monitoring, Board has achieved considerable reduction in specific energy consumption in the production of Heavy Water. From a specific energy consumption 44 GJ/Kg of Heavy Water in the year 1998-99 it has come down to 30 GJ/Kg of Heavy Water.

 
Projects implemented/under implementation/under consideration
  • Energy efficiency and performance efficiency- Schemes implemented:-
    • Cold Recovery scheme at HWP, Hazira & Thal
    • Ammonia Absorption Refrigeration System at HWP,Tuticorin
    • Lithium-Bromide Vapour Ammonia Refrigeration system at HWp,Manuguru
    • Waste heat recovery at HWP, Kota
    • Bifurcation of Cooling Water System at HWp,Hazira
    • Replacement of HP valves at HWP,Hazira
    • Replacement of suction valves of booster compressors at HWP, Kota
    • Inter-connection of refrigeration systems at HWP, Hazira & Thal
    • Installation of variable speed drive at HWP,Kota & Manuguru
    • Provision of Air pre-heater at HWP,Tuticorin
    • Provision of Electric heat tracing at HWP Kota & Manuguru
    • Waste heat recovery of condensate at HWP, manuguru
       
  • Refurbishing and life extension of plants.
  • Replacement/Modernisation of equipments.
  • Indigenisation of spares and equipments.
  • Optimisation of process parameters.
 
R&D and New Activities:
  • Process Simulation and modelling
  • Re-engineering/Retrofitting (e.g.) efficient tower internals, ejector tray redesign
 
Diversification:


Having met the mandate of designing, developing, construction, commissioning, operating and maintaining the Heavy Water Plants in the country, challenge thrown for certain key inputs for the First phase & Second phase of the Indian Nuclear Power Programme were accepted by the Board and has taken up a variety of tasks under the diversification. By this HWB will be positioning it self as a key player in the front end as well as the back end of the Indian Nuclear Power Programme.

The following are the few areas of the diversification process:-

  • Production of Tri-Butyl Phosphate and D2EPHA solvents for use as solvents in extraction of Uranium from secondary sources.
  • Engineering, Project Management, construction and operation of a plant to produce Boron-10 and supply to PTFBR type reactors.
  • Development of process & technology for production isotopes like O18 and C13 for use in nuclear medicine and biochemical research.
  • Engineering, Construction and Operation of a plant to produce and supply of Nuclear grade Sodium to PTFBR type reactors.
  • Setting up of a Boric Acid enrichment facility to meet the requirement of enriched Boron Carbide control rods for PFBRs.
  • Setting up of a facility to produce elemental Boron at HWP,Manuguru.
  • Setting up of a facility i.e. Centralised Uranium Oxide Conversion facility to convert Uranyl Nitrate from nuclear reactors.
  • Process development, engineering is underway for production of other solvents like TAPO, TOPO etc.
  • Construction of a Heavy Water Clean up facility to separate Tritium from the contaminated Heavy Water from the Nuclear reactors.
  • Setting up of a technology development unit for production of Helium.
  • Setting up of a R&D centre for developing new processes for isotope separation, solvent manufacturing, new catalysts etc. HWB is also carrying out R&D activity in developing a catalyst for exploiting the Hydrogen – Water Exchange process.
